After the flood, God set his bow in the clouds as a sign that he would never again destroy the earth with water (Genesis 9:13-16). Here the rainbow encircles the throne of judgment. The same image appears in Revelation 4:3 — a rainbow around the throne. This is not decoration but covenant theology: the God of terrifying holiness is also the God who keeps his promises. Even as Ezekiel sees the glory that will depart from the temple and bring judgment on Jerusalem, the rainbow declares that mercy endures. Judgment is real, but it is not the final word.
