Josiah was the last good king of Judah, the boy-king who rediscovered the Book of the Law and tore down the high places. Zephaniah prophesied during or just before this reform, making his message both warning and catalyst. The reform was real but insufficient — the people's hearts remained unchanged, and within one generation Jerusalem would fall. Josiah himself would die at Megiddo, and his sons would undo everything. This is the context: a prophet speaking into the last window before the door closes.
