Ancient Near Eastern cosmology imagined the earth as a structure requiring foundations, like a building or a city. The Hebrew 'yasad erets' (founding the earth) uses architectural language: measurements, lines, foundations, cornerstones. God is the master builder; creation is his construction project. The question 'Where were you?' is not requesting information — it is establishing jurisdiction. Job was not present at the planning meeting. He has no standing to critique the design.
