The 'chuqqot shamayim' (statutes/laws of the heavens) are the governing principles of cosmic order. 'Chuqqah' is the word for divine decree, statute, or ordinance — the same word used for Torah commands. The heavens operate by law, by divine ordinance. God asks if Job knows these laws and can 'establish their dominion over the earth' — can he make the celestial order govern terrestrial affairs? The theological point: the universe runs on divine legislation. The same God who gave Torah to Israel gave laws to the stars. Both are expressions of his sovereign ordering.
