The 'qav' (measuring line) was the surveyor's tool for establishing boundaries and dimensions before construction. The same imagery appears in Zechariah's vision of Jerusalem being measured (Zechariah 2:1-2) and in Ezekiel's temple measurements. The measuring line says: this was planned.
