'Newness of spirit' (kainotēti pneumatos) versus 'oldness of letter' (palaiotēti grammatos) is Paul's shorthand for the old and new covenants. The 'spirit' is the Holy Spirit who writes the law on hearts (Jeremiah 31:33, Ezekiel 36:26-27). This is the new covenant promise: not a new set of rules but a new power source.
