Eyes covering the wheels signify omniscience — God sees everything, everywhere, always. The throne-chariot is not blind transport; it is aware. Zechariah 4:10 speaks of 'the eyes of Yahweh, which run to and fro through the whole earth.' Revelation 4:6 describes the living creatures themselves as 'full of eyes in front and behind.' This is the visual vocabulary of divine omniscience: there is no hidden place, no secret deed, no darkness that escapes the gaze of the One on the throne.
