CYRUS issues the decree, ZERUBBABEL leads the initial contingent home, and the temple reconstruction begins — then stalls for sixteen years due to local opposition and national apathy. EZRA arrives in the second wave: a scribe-priest with imperial authorization and a mandate to re-establish the Law. He discovers rampant intermarriage with pagan nations and has a public breakdown. The book ends with a mass covenant renewal and a painful list of men who had to dissolve compromised alliances. Rebuilding walls is easy — rebuilding covenant identity is the real operation.

Ezra 1:1 — 'The LORD stirred up the spirit of Cyrus king of Persia.' A pagan emperor fulfills Isaiah's prophecy by name (Isaiah 44:28), filed 150 years before Cyrus was born. God deploys empires like field assets. The return from exile is a resurrection rehearsal — dead nation, sovereign restoration, staging for מָשִׁיחַ's arrival.
